(The Board of Supervisors is in charge of the Sheriff Dept's Budget in most counties)
Several arrests and no criminal record? How does one pull that off? Especially when the whole town knows you're a nut. Unless your mom works for the Board of Supervisors and can pull favor with the Sheriff....
Could Loughner have received special treatment due to his mother's position?
The Sheriff is awful eager to place blame on anyone and everyone as except himself and his dept.
Doth he protest too much?
i believe you, and a few others, have touched on something that may explode into the real story. remember, there is a formula for when an arrest, and no follow up or warrant, drops off your record. the biggest challenge will be

b) the sheriff is a blatant hard left winger (not ok)
c) the administration/justice department is loaded with left wingers (see eric holder and black panthers)
this story will likely get buried unless someone in the inner circle is brave enough to expose the documentation.
